The Technology Evaluation Scorecard is a working Excel workbook for comparing options with mandatory gates, weighted criteria, evidence confidence and a written decision record.
What the workbook includes
| Workbook layer | Purpose |
|---|---|
| Setup | Define the decision boundary and options. |
| Mandatory gates | Separate non-negotiable requirements from tradeable preferences. |
| Weighted criteria | Score acceptable options on the factors that matter to the decision. |
| Evidence register | Record source, owner, date, confidence and limitations. |
| Results | Combine gates, scores and written judgment into an auditable decision record. |
Before using it
- Tailor the gates and criteria to the actual decision.
- Do not let a strong weighted score override a failed mandatory gate.
- Write score anchors for high-weight criteria.
- Record evidence locators and confidence notes for material scores.
- Use the final written section to explain the tradeoff, assumptions and next gate.
Read the Comparison Methodology before tailoring the workbook.
