Software is one layer of an information system
Environmental and operational reporting depends on a chain of decisions: what is in scope, which source owns each record, how units and factors are applied, who reviews exceptions, and how a published number can be reproduced later. Software can coordinate that chain, but it cannot remove the need for accounting policy, data ownership, controls and professional judgment.
The right platform therefore depends on the reporting purpose and risk. A lightweight internal inventory may prioritize simple collection and management reporting. A multi-entity disclosure process may require entity hierarchies, consolidation logic, factor versioning, evidence retention, segregation of duties, approval workflows and assurance access. A procurement should describe these outcomes before comparing feature lists.

Data quality is not a single score
Completeness, accuracy, timeliness, consistency and traceability can conflict. A precise meter reading may arrive after the reporting close; a complete spend-based estimate may be less specific than supplier data; a new factor may improve the current estimate while reducing comparability with prior periods. The system should preserve these distinctions and the judgment used to resolve them rather than hiding them inside one confidence label.

Integration, cybersecurity and exit need early attention
Connected platforms may receive data from meters, utilities, enterprise systems, spreadsheets, supplier portals and external factor libraries. Each interface creates ownership, validation, security and continuity questions. Requirements should define authentication, permissions, logging, failure handling, backup, data retention and the process for recovering or exporting the complete record if a vendor relationship ends.

- Define acceptable manual inputs and the evidence required to support them.
- Specify factor libraries, update controls and whether prior periods can be frozen or recalculated.
- Test bulk export, APIs, attachments and audit trails with realistic volumes and permissions.
- Document recovery, vendor-exit and historical-reproduction requirements before contract award.
