Cost layers to include

Use with care
- Use the same period and boundary for every option.
- Separate confirmed inputs from estimates and assumptions.
- Document incentives, tax treatment and eligibility limits.
- Test sensitivity where a small input change can alter the decision.
- Do not hide uncertain revenue or avoided cost inside a single optimistic net result.
