What to normalize before scoring
| Area | Why it matters |
|---|---|
| Scope and exclusions | Two prices are not comparable if one includes design, commissioning or support and the other does not. |
| Technical evidence | Claims need configuration, duty, test, reference or contract support. |
| Commercial terms | Warranty, service level, change control and remedies can change risk materially. |
| Implementation responsibility | Integration, utility work, permits, data access and training need named owners. |
| Residual uncertainty | Unresolved assumptions should remain visible at decision and contract stage. |
